Francisco José Dominguez Pérez

IDAE Institute for the Diversification and Saving of Energy

Francisco José Domínguez Pérez works in the Bioenergy and Waste Department of IDAE (Institute for Energy Diversification and Saving), a public entity reporting to the Ministry for Ecological Transition and Demographic Challenge.

He has played an active role in the process of implementation of a biofuels obligation in Spain and in the transposition of the Renewable Energy Directive (RED) issued in 2009 as well as in the development of the Renewable Energy Directive recast (RED II) issued in 2018. He has also participated in the elaboration of the Spanish Renewable Energy Plan 2011-2020 and the Spanish National Energy and Climate Plan (NECP) 2021-2030. Recently, he has worked in drafting the Component related to Deployment and Integration of Renewable Energy of the Spanish Recovery, Transformation and Resilience Plan. Currently he is carrying out, among others, activities intended to develop actions in the field of Bioenergy included in the Plan.

He is a member of the Committee on the Sustainability of Biofuels, Bioliquids and Biomass Fuels and the Expert Group on Renewable Fuels of the European Commission.

Furthermore, at European level, he is a member of the Advisory Board of the European Technology and Innovation Platform Bioenergy (ETIP Bioenergy), the Implementation Working Group of Action 8 on Bioenergy and Renewable Fuels for Sustainable Transport of the Strategic Energy Technology Plan (SET-Plan), and the European Renewable Fuels Regulators Club (REFUREC).

At international level, he is the delegate in the Global Bioenergy Partnership (GBEP) and in the IEA Technology Collaboration Programme on Advanced Motor Fuels.
